Multilateral Exercises Strengthen Philippine Maritime Patrols

 

In early 2026, the Armed Forces of the Philippines (AFP) announced that multilateral maritime cooperative activities (MMCAs) with allied nations are now part of its official operational design. This development comes after repeated encounters with Chinese vessels in the West Philippine Sea, where swarms of coast guard and militia ships have raised concerns about security and freedom of navigation.

The AFP explained that these exercises are no longer just training drills, but actual patrol maneuvers meant to protect Philippine waters. By working with allies such as the United States, Japan, and Australia, the Philippines aims to strengthen its ability to monitor contested areas and ensure the safety of Filipino fishermen. Officials emphasized that these operations are consistent with international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) and the 2016 arbitration ruling that invalidated China’s nine-dash line claim.

China, however, views these activities differently. Beijing has repeatedly asserted “indisputable sovereignty” over much of the South China Sea, including areas the Philippines calls the West Philippine Sea. From China’s perspective, joint patrols with foreign powers are provocative actions that undermine regional peace. This contrast highlights the ongoing clash between legal rulings and historical claims, with both sides interpreting legitimacy in very different ways.

The broader impact of these multilateral exercises extends beyond the Philippines and China.
